Professor-level senior engineer, currently serves as vice chairman and secretary-general of China Institute of Communication, concurrently serves as member of the Communication Science and Technology Committee of the Ministry of Industry and Information Technology and deputy head of the Emergency Communication Expert Advisory Group, member of the National Forest Fire Prevention Command Expert Group, Member of the Telecommunications Economic Expert Committee of the Ministry of Industry and Information Technology, expert of the China Engineering Consulting Association, member of the Beijing Communications Association, recipient of the special government allowance of the State Council, and the winner of the May Fourth Medal of the Central State Organ.
Zhang Yanchuan has long been engaged in the development and planning of the communications industry, focusing on research fields such as national emergency telecommunications. He has undertaken nearly 100 research projects from the State Council, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology. He has made outstanding contributions for the development of the country, emergency management, policy formulation and decision-making consultation. He has also been an expert member of the Telecommunications Management Network Expert Group of the Ministry of Posts and Telecommunications, International Telecommunications Union SG4 (TMN), SG13 (IP and Network Overall), SSG (3G and Post-3G) as expert representative of China. He has won a first and two third prizes of Science and Technology Award  from the Ministry of Posts and Telecommunications, a second and two third prizes from the Ministry of Information Industry Science and Technology, and a second prize in Excellent Engineering Consulting Achievement of China National Association of Engineering Consultants.


Professor, vice secretary general of China Institute of Communications, executive director of Society of Competitive Intelligence of China, committee member of Science and Technology Commission of Telecommunications of MIIT. He has served as director of the Institute of communications and information of CATR (China Academy of Telecommunication Research of MIIT).Prof. Song's research interest is to study ICT and does a thorough research on the application of communication services, marketing analysis, industrial policy and cyber application and innovation.
He has awarded Science and Technology Progress Award of Ministry of Information Industry of China for two times. He has been in charge of many National Science and Technology Major Projects of the Ministry of Science and Technology of China, and published many academic articles and technical monographs.

Zhisheng Niu graduated from Northern Jiaotong University (currently Beijing Jiaotong University), China, in 1985, and got his M.E. and D.E. degrees from Toyohashi University of Technology, Japan, in 1989 and 1992, respectively.  During 1992-94, he worked for Fujitsu Laboratories Ltd., Japan, and in 1994 joined with Tsinghua University, Beijing, China, where he is now a professor at the Department of Electronic Engineering.  He was a Visiting Researcher at National Institute of Information and Communication Technologies (NICT), Japan (10/1995 – 02/1996), Hitachi Central Research Laboratory, Japan (02/1997 – 02/1998), Saga University, Japan (01/2001 – 02/2001), Polytechnic University of New York, USA (01/2002 – 02/2002), University of Hamburg, Germany (09/2014 – 10/2014), and University of Southern California, USA (11/2014-12/2014).  His major research interests include queueing theory, traffic engineering, mobile Internet, radio resource management of wireless networks, and green communication and networks.  
Dr. Niu has served as Chair of Emerging Technologies Committee (2014-15), Director for Conference Publications (2010-11), and Director for Asia-Pacific Board (2008-09) in IEEE Communication Society, and currently serving as an area editor of IEEE Trans. Green Commun. & Networks.  He received the Outstanding Young Researcher Award from Natural Science Foundation of China in 2009 and the Best Paper Award from IEEE Communication Society Asia-Pacific Board in 2013.  He was also selected as a distinguished lecturer of IEEE Communication Society (2012-15) as well as IEEE Vehicular Technologies Society (2014-16).  He is a fellow of both IEEE and IEICE.


Executive Director of China Institute of Communication, Chairman of “China Information Industry Network”, Director of Committee for Industry Innovation Work of China of the Internet Society of China; Chairman of China Car Network Promotion Alliance, Member of Telecom Economic Expert Committee of Ministry of Industry and Information Technology; Visiting Professor of Beijing University of Posts and Telecommunications and Nanjing University of Posts and Telecommunications. He has been the long term chief editor of the People's Post and Telecommunications Daily of the Ministry of Industry and Information Technology, and has won the ministerial-leveled title of young experts and special allowances of the State Council.
Mr. Wu Suoning has long been engaged in the research work of China's postal and telecommunications and information industry policy theory and development strategy. He has published a large number of monographs in China's communication and information industry and is an expert in the development of China's communications and information industry.
