I. Forum Name:
The evolution and influence of the international unit system

II. Introduction:
In November 2018, the twenty-sixth INTERNATIONAL METROLOGY Congress will review the new international unit system (SI) amendment. 4 basic units of kilogram (kg), Kelvin (K), Moore (mol) and Ampere (A) will be redefined. Multiple SI units will trace to the origin of the time frequency and accomplish the change from Materialized to quantizing. The time of quantized unit system is coming. As a result of human cognition on the world, the measuring accuracy will be improved, the measuring range will be spread, and the fields of measurement and application will be expanded.
China will take service innovation and industrial transformation and upgrading as the goal, and accelerate the new generation of high accuracy and high stability quantum measurement datum research, and gradually establish and improve the national measurement system.
Metrology is a science of measurement and application. Mendeleev said: there is no science without metrology. Marshal Nie Rongzhen once said that Science and technology should be developed and metrology must be preceded. Metrology is a basic science but also the basic of all sciences. In 2018, four of the seven basic units will be redefined. This is not only a major event for the Metrological Session, but also a major event for the World Science Session. The international metrology Committee called it "milestone". This forum will focus on the history and development of Metrology and the reform of the international system of units. The purpose is to improve the scientific literacy of the public.

Li Tianchu:

Dr. Tianchu Li graduated from Tsinghua University in 1970, received his master’s degree from National Institute of Metrology (NIM) in 1981, and Ph.D. degree from Tsinghua University in 1991. Since 1981, he has been with NIM, conducting researches on time and frequency primary standards, ultra-stable microwave, atomic gravimeter, optoelectronics and laser interferometry metrology. He was elected fellow of Chinese Academy of Engineering in 2011 and president of China Instrument and Control Society in 2013. He is currently the chair researcher with NIM and adjunct professor of Beijing Institute of Technology, Tsinghua University and Executive director of Chinese Society for Measurement. Dr. Li has published over 60 important journal articles.

Fang Xiang:

Mr. Fang Xiang is a member of 13th Chinese People’s Political Consultative Conference (CPPCC), the Director General and senior researcher of the National Institute of Metrology (NIM), Vice president of Chinese Society for Measurement, China. Prior to his current position, he had served successively as Vice Director General of the former National Research Center for Certified Reference Materials (NRCCRM), Vice Director General of NIM after NRCCRM merged into NIM in 2005, Vice Director General of China National Institute of Standardization (CNIS), Chief Engineer and then Vice Director of Standardization Administration of the People's Republic of China (SAC), responsible for local standardization, standardization in service industry, high-tech standardization and strategic planning. At present, he is also one of the State Council Special Allowance Experts and an expert directly contacted by the CPC Central Organization Department.

Guan Zengjian:

Guan Zengjian, born in 1956, Ph. D. in the history of science. He was promoted to Professor in 1995, and served as the dean of the Liberal Arts College of Zhengzhou University. He is now a special professor of Shanghai Jiao Tong University, the director of the liberal arts and general education committee, a doctoral tutor of the science history and science and Culture Research Institute, with special subsidy from the State Council. He served as vice director of the Chinese Society of History of Science and Technology, director of Shanghai Society of History of Science and Technology, and executive director of Chinese Society for Measurement. He has been awarded a variety of teaching and scientific research awards, and mainly engaged in the study of the history of science and technology, especially in the history of physics, the history of metrology, the history of scientific thought. It is important to preside over the major project of the National Social Science Fund, 《the history of China's metrology》, the foreign translation project《the Chinese metrology history (German version)》, the major project of the Chinese science and Technology Association《the study of the academic thought of "San Qian"》. Dr. Guan has played an important role in the formation and development of the discipline of Chinese Metrological History.

Conrad Herman:

Professor Konrad Herrmann was born in the year 1945 in Prague. He studied measurement technique in Magdeburg and sinology in Berlin. From 1975 until 1990 he worked as scientific co-worker in the Office of standardization, metrology and goods testing of the GDR in Berlin in the field of length measurement. In this period he developed calibration methods for gear testing machines, form measuring devices and coordinate measuring machines. In 1991 he entered the Physikalisch-Technische Bundesanstalt (PTB) and developed calibration methods for laser interferometers. From 1995 he established the hardness laboratory of the PTB. He actively participates in the standardization work of ISO and DIN in the field of hardness testing. In the year 2002 he was elected as Chairman of the Technical Committee "Hardness Measurement" of IMEKO(International Mesaurement Confederation). His scientific interest is the development of traceable measuring methods for the determination of mechanical properties of thin layers.
In the field of humanities,he is a Sinologist. He translated Qing Dynasty Ji Xiao-lan’s Yue Wei Cao Tang, Song Dynasty Shen Kuo’s Meng Xi Bi Tan, and the contemporary writer Zhang Xian-liang’s Half of Man Is Women into German. Besides,under the cooperation with Professor Guan Zengjian,they published the works The Artificers’s Record: Translation and Commentary in Chinese, English and German as well as The History of Metrology in China in German. Professor Herrmann has made many reports about the exchange of civilizations between China and foreign countries around the world and was warmly welcomed.
